Public censure on September 26, 1994. The underlying complaint concerned Frazier's lack of
communication with a client. However, Frazier did not respond to the complaint until a Petition
for Temporary Suspension was filed. His license was temporarily suspended on March 30, 1994
but reinstated on May 9, 1994 subject to conditions.
