LAW LICENSE OF KNOXVILLE ATTORNEY SUSPENDED
On October 2, 2002, the Supreme Court of Tennessee issued an order suspending the law
license of Andrew Craig Troutman, who practices law in Knoxville, for two months. The
suspension was held to be retroactive to May 2000 through June 2000. Since the
suspension was held to be retroactive the Court construed Mr. Troutman to have âservedâ
his suspension. Therefore he can now practice law.
Prior to December 21, 1999, Mr. Troutman was employed at the firm of OâNeil, Parker, & Williamson.
There he was assigned the defense of asbestos lawsuits. In this regard he maintained
a special trust account. Respondent settled several cases without the consent of his
client and paid the costs of the settlement out of his own pocket. There is no indication
that his client lost any money.
This suspension was issued pursuant to Rules 8 and 9, Rules of the Supreme Court of
Tennessee, the ethics rules that govern attorneys. The suspension itself was issued
pursuant to a settlement agreement approved by a Board hearing committee, the Board
of Professional Responsibility, and the Supreme Court of Tennessee.
