CARTER COUNTY LAWYER DISBARRED
Effective August 22, 2019, the Supreme Court of Tennessee disbarred Gregory Scott Norris from the
practice of law and ordered him to pay restitution to eight (8) former clients, totaling $17,360.00. Mr. Norris
must pay the Boardâs costs and expenses and the court costs in the disciplinary proceeding within ninety days of
the entry of the Order of Enforcement. On January 26, 2018, Mr. Norris was temporarily suspended by the
Supreme Court which suspension is hereby dissolved.
After a trial on the merits, a Hearing Panel found that Mr. Norris failed to appear in court on numerous
occasions, stopped corresponding with opposing attorneys, made incoherent arguments in court, took fees from
clients for which he did little to no work, failed to advise clients of his temporary suspension, failed to
communicate, failed to return files, and abandoned numerous client matters.
Mr. Norrisâ ethical misconduct violated Rules of Professional Conduct 1.1 (Competence); 1.3
(Diligence); 1.4 (Communication); 1.5 (Fees); 1.15 (Safekeeping Property and Funds); 1.16(d) (Declining or
Terminating Representation); 3.2 (Expediting Litigation); 8.1(b) (Disciplinary Matters); and 8.4(a), (d) and (g)
(Misconduct).
Mr. Norris must comply with the requirements of Tennessee Supreme Court Rule 9, Sections 28 and
30.4, regarding the obligations and responsibilities of disbarred attorneys and may not return to the active
practice of law until an order of reinstatement has been entered by the Supreme Court.
