BEDFORD COUNTY LAWYER CENSURED
On April 9, 2025, Richard Lamar Dugger, an attorney licensed to practice law in Tennessee, received a
Public Censure from the Board of Professional Responsibility of the Tennessee Supreme Court.
Mr. Dugger represented one client in a bankruptcy case and a second client in a landlord tenant case. In
the first complaint, Mr. Dugger failed to include his clientâs home in the bankruptcy matter which resulted in his
clientâs home being foreclosed. In the second file, Mr. Dugger failed to appear in court, failed to take action
following the entry of an adverse judgment against his client, and delayed the outcome of the case.
By these acts, Mr. Dugger has violated Rules of Professional Conduct Rules of Professional Conduct 1.1
(competence), 1.3 (diligence), 3.2 (expediting litigation), and 3.4 (fairness to opposing party and counsel) and is
hereby Publicly Censured for this violation.
A Public Censure is a rebuke and warning to the attorney, but it does not affect the attorneyâs ability to
practice law.
