Public censure on October 18, 1988. He represented a client in a fraudulent receipt of
unemployment compensation. After his client repaid the money, an agreement was reached with
the District Attorney whereby his client was granted a pre-trial diversion. Strong was instructed
to file a memorandum of understanding. He failed to do so despite the passage of 4 months. As
a result, his client was jailed for several days until Strong filed the belated memorandum. In a
separate matter, he failed to interview a client whom he had been appointed to represent on
several felony charges until a few days before the scheduled trial date. He also failed to prepare
or interview witnesses for the trial. His client suffered no permanent injury as the case was
retried due to prosecutorial misconduct.
