Suspended for eleven (11) months and twenty-nine (29) days by order entered February 12,
1999, with said suspension held in abeyance pending Foster's compliance with certain
requirements which included monitoring by another attorney for one (1) year and submission to
the Board a memorandum setting forth his office procedures. He was charged with neglect;
failure to communicate adequately with clients; failure to provide an adequate accounting of
time; and failure to refund unearned fees to 3 of his clients.
