SULLIVAN COUNTY LAWYER DISBARRED AND ORDERED TO PAY RESTITUTION
On November 30, 2012, the Tennessee Supreme Court disbarred David Garrett Mullins, a Sullivan
County attorney.
The Board of Professional Responsibility filed a Petition for Discipline, a Supplemental Petition for
Discipline, and a Second Supplemental Petition for Discipline against Mr. Mullins charging him with neglect,
failure to communicate with clients, practicing law while suspended, and accepting fees then abandoning
clientsâ cases.
On September 17, 2012, a Hearing Panel entered a Judgment recommending Mr. Mullins be disbarred
and ordered to pay restitution to former clients totaling $15,445. The Board of Professional Responsibility and
the Supreme Court approved the Hearing Panelâs Judgment resulting in the Supreme Courtâs Order disbarring
Mr. Mullins and ordering restitution.
Mr. Mullins was ordered to pay the expenses and costs of the disciplinary proceedings against him,
pursuant to Rule 9, Section 24.3, of the Rules of the Supreme Court, and fully comply in all respects with the
requirements and obligations of disbarred attorneys as set forth in Rule 9, Section 18.
