KNOX COUNTY LAWYER CENSURED

On July 16, 2010, Raymond Shirley, Jr., an attorney licensed to practice law in Tennessee, received
a Public Censure from the Board of Professional Responsibility of the Tennessee Supreme Court.
In January, 2009, Shirley was retained to represent a client who had been incarcerated on several
felony charges. In January or February, 2009, Shirley advised the client’s previous counsel that he had
been retained to take over the case. Shirley did not file a Notice of Substitution of Counsel or Request for
Discovery in the case until May, 2009. In August, 2009, Shirley failed to respond to calls regarding the
status of the case. In October, 2009, Shirley met with the Assistant District Attorney to discuss his client’s
case during a period when he was suspended from the practice of law for failure to comply with his CLE
requirements. Shirley failed to explain the delay in the filing of the Notice of Substitution of Counsel and
Request for Discovery when requested to do so by Disciplinary Counsel.
By these acts, Raymond Shirley, Jr., has violated Rules of Professional Conduct 1.3, 1.4, 5.5, and
1.8(b), and is hereby Publicly Censured for these violations. A Public Censure is a rebuke and warning to
the attorney, but it does not affect the attorney’s ability to practice law.
