DAVIDSON COUNTY ATTORNEY PUBLICLY CENSURED

Paula Ogle Blair, a Davidson County attorney, was publicly censured by the
Tennessee Supreme Court on September 14, 2006.

Disciplinary Counsel, acting on authority of the Board of Professional
Responsibility, filed a Petition for Discipline against Blair. Pursuant to Section 16 of Supreme
Court Rule 9, Blair submitted a Conditional Guilty Plea in exchange for a stated form of
discipline. She was found guilty of neglect, failure to communicate, failure to follow trust
account rules, and withdrawing in a case shortly prior to trial.

Blair’s actions violate Rules 1.3; 1.4; 1.15; 1.16 and 8.4 of the Tennessee Rules of
Professional Conduct.

The Order also specified that Blair shall reimburse the Board of Professional
Responsibility for costs and expenses of the disciplinary proceeding.

The imposition of this censure declares Blair’s actions to be improper ethical
conduct, but does not limit her right to practice law.
