CARTER COUNTY ATTORNEY DISBARRED
On November 19, 2012, Thomas E. Cowan, Jr., of Elizabethton, Tennessee, was disbarred by Order of
the Tennessee Supreme Court.
Mr. Cowanâs law license was suspended on March 1, 2010, pursuant to Tennessee Supreme Court Rule
9, Section 14, based upon his plea of guilty to a serious crime. In 2009, Mr. Cowan pled guilty to the willful
attempt to defeat or evade the payment of taxes, in violation of 26 U.S.C. 7201. He was sentenced to one year
in a federal prison and payment of restitution. The Tennessee Supreme Court affirmed a decision by the
Chancery Court of Carter County finding that Mr. Cowan should be disbarred from the practice of law for this
misconduct.
Mr. Cowan must comply with Tennessee Supreme Court Rule 9, Sections 18 and 19 regarding the
obligations and responsibilities of disbarred attorneys and the procedure for reinstatement. He must pay the
Boardâs costs and expenses prior to reinstatement to the practice of law.
