Public censure on November 28, 1991. The censure resulted from his conduct in three different
complaints. The first complaint involved the charge of an allegedly excessive fee; the second
complaint alleged neglect in an attempt by Cowan to collect past child support and increase child
support payments; and the third involved his failure to pay two doctors' deposition fees from
settlement proceeds. In each of the above matters, he failed to respond to the complaint until the
day before he was provided notice of intent to suspend his law license.
