MT. JULIET LAWYER DISBARRED
On September 24, 2008, Troy Lee Brooks, of Mt. Juliet, Tennessee, was disbarred by Order of the
Tennessee Supreme Court.
The Board of Professional Responsibility filed a Petition for Discipline and six (6) Supplemental
Petitions for Discipline against Mr. Brooks based upon Mr. Brooksâ conversion of client funds, incompetence
and neglect. The Hearing Panelâs Judgment recommended disbarment.
Mr. Brooks must comply with the requirements of § 19 of Rule 9, Rules of the Supreme Court, should
he seek reinstatement of his Tennessee law license. Additionally, the Supreme Courtâs September 24, 2008,
Order finds that should Mr. Brooks seek reinstatement of his Tennessee law license, consideration should be
conditioned upon Mr. Brooksâ successful completion of the Tennessee Bar Examination, including the ethics
portion; compliance with all disciplinary orders or rules; proof of rehabilitation and satisfaction of a fitness
review to practice law; completion of a full ethics course at an ABA accredited law school; full payment of any
borrowed funds used to make restitution; full restitution as ordered by the Hearing Panel totaling $90,344; full
payment of all disgorged fees totaling $64,082; participation in the Tennessee Lawyerâs Assistance Program
(TLAP) and if reinstated, participation in an IOLTA trust account where Mr. Brooks does not have sole access
to the funds. Mr. Brooks must further comply with § 18 of Rule 9, Rules of the Supreme Court, regarding
obligations and responsibilities of disbarred attorneys.
