ORDER OF REINSTATEMENT
This matter is before the Court, pursuant to Tenn. Sup. Ct. R. 9, § 30.4(d),
upon a Petition for Reinstatement filed on September 20, 2022, by the Petitioner,
Douglas Ralph Beier. Mr. Beier was suspended from the practice of law by Order
of this Court on October 2, 2020. On January 23, 2023, the Hearing Panel’s Findings
of Fact and Conclusions of Law were entered, recommending the reinstatement of
Mr. Beier with conditions. On February 23, 2023, the Hearing Panel entered its
Findings and Judgment for Assessment of Costs. Mr. Beier waived his right to
appeal by Notice filed February 10, 2023. The Board considered and approved both
decisions of the Hearing Panel on February 28, 2023.
From all of which, the Court approves the Hearing Panel’s Findings of Fact
and Conclusions of Law and the Findings and Judgment for Assessment of Costs
and adopts the same as this Court’s Order.
IT IS, THEREFORE, CONSIDERED, ORDERED, ADJUDGED, AND
DECREED BY THE COURT:
1.
The Petitioner, Douglas Ralph Beier, is hereby reinstated to the practice
of law in the State of Tennessee pursuant to Tenn. Sup. Ct. R. 9, § 30.4(d), subject
to the following conditions:
a. Mr. Beier shall engage a practice monitor for a period of six (6)
months. Mr. Beier shall meet weekly, by phone, or in person with
his practice monitor to review his office practice and client case
management to ensure adherence to best practices and ethical rules.
Mr. Beier shall ensure the practice monitor provides a monthly
written report to the Board regarding Mr. Beier’s client case

management and compliance with his professional obligations; and
b. Mr. Beier shall complete yearly a minimum of fifteen (15) hours of
Continuing Legal Education, including at least three (3) hours of
legal ethics, as long as he remains licensed.
2.
Pursuant to Tenn. Sup. Ct. R. 9, § 24.3, Mr. Beier shall pay to the Board
of Professional Responsibility the expenses and costs of this matter in the amount of
$965.00 and shall pay to the Clerk of this Court the costs incurred herein, within
ninety (90) days of the entry of this Order, for all of which execution may issue if
necessary.
3.
The Board of Professional Responsibility shall cause notice of this
reinstatement to be published as required by Tenn. Sup. Ct. R. 9, § 28.11.
