SPRINGFIELD LAWYER REINSTATED TO THE PRACTICE OF LAW

On December 31, 2004, the Tennessee Supreme Court reinstated the law license of
Timothy Joseph Richter, who practiced law in Springfield, Tennessee until taking disability
inactive status in 2003.

The Order of the Tennessee Supreme Court found Richter’s disability has been removed
and he is fit to practice law based upon the following conditions:

1. Richter’s Tennessee Lawyers Assistance Program (TLAP) contract be
extended an additional five (5) years;

2. Richter obtain a practice monitor, Charles Bloodworth, who shall provide
monthly reports to the Board for one (1) year;

3. Richter’s TLAP contract be amended to include Richter’s
employer and the Board of Professional Responsibility on
his TLAP contract;

4. Richter comply with and participate in individual therapy as
recommended by his current therapist, or subsequent therapist;

5. Richter shall continue his compliance with the twelve-step program as
outlined and required in his TLAP contract; and

6. Richter shall restrict his practice of law to a group practice for three (3)
years following the date of the Supreme Court’s Order.
