SUMNER COUNTY LAWYER CENSURED
On January 17, 2013, William Norman Ligon, an attorney licensed to practice law in Tennessee,
received a public censure from the Board of Professional Responsibility of the Tennessee Supreme Court.
Mr. Ligonâs law license is currently suspended. Without being licensed to do so, Mr. Ligon provided
legal advice to a client for a period of more than two months. He consulted with the client regarding a request
to view records of the client; he provided advice regarding correspondence related to the records request; and on
more than one occasion the client identified Mr. Ligon as its legal counsel. The client suffered potential harm
by relying on the advice of Mr. Ligon and not seeking representation by a licensed attorney.
By these acts, William Norman Ligon has violated Rule of Professional Conduct 5.5 (unauthorized
practice of law) and is hereby publicly censured for this violation.
A public censure is a rebuke and warning to the attorney, but it does not affect the attorneyâs ability to
practice law.
