PUBLIC CENSURE
The above complaint was ï¬led against Jack Colin Morris, #15855, an attorney licensed to
practice law in Tennessee, alleging Celtaill acts of misconduct. Pursuant to Tenn. Sup. Ct. R. 9,
the Board of Professional Responsibility considered these matters at its meeting on December 9,
201 6.
In 2010, Mr. Morris represented a client in post-conviction proceedings. When the post»
conviction petition was denied, Mr. Morris was to pursue a direct appeal. However, Mr. Morris
neglected to ï¬le a notice of appeal, and when his client inquired about the status of the matter, Mr.
Morris misinformed him that the appellate court had not yet issued its opinion. In 2015, Mr. Morris
advised his client that he had neglected to ï¬le the notice of appeal and sought permission to late
tile. The Court of Criminal Appeals declined to waive the untimely notice of appeal.
By the aforementioned acts, Jack Colin Morris has violated Rule of Professional Conduct
1.3 (diligence), 1.4 (communication), 3.2 (expediting litigation), and 8.4(d) (conduct prejudiCial
to the administration ofjustice) and is hereby Publicly Censurecl for these violations.
