ORDER TRANSFERRING ATTORNEY TO
DISABILITY INACTIVE STATUS

This matter is before the Court upon a petition to transfer John Harley Fowler to
disability inactive status filed by the Tennessee Board of Professional Responsibility
pursuant to Tenn. Sup. Ct. R. 9, § 27.4.

Upon due consideration of medical documentation from Mr. Fowler’s treating
physician submitted by Mr. Fowler’s family, the Court concludes that Mr. Fowler is
currently incapacitated from continuing the practice of law and defending against the
Petitions for Discipline in Docket Nos. 2018-2951-2-AW-12.3 and 2019-2967-2-AW.

IT IS, THEREFORE, CONSIDERED, ORDERED, ADJUDGED AND
DECREED BY THE COURT THAT:

1. The law license of John Harley Fowler shall be transferred to disability
inactive status for an indefinite period of time and until further orders of the Supreme
Court.

2. Pursuant to Tenn. Sup. Ct. R. 9, Section 27.4(b), the disciplinary
proceedings, Docket No. 2019-2967-2-AW and Docket No. 2018-2951-2-AW-12.3, are
suspended indefinitely until Mr. Fowler is removed from disability inactive status.

3. Mr. Fowler shall be allowed to petition for reinstatement to active status
pursuant to Tenn. Sup. Ct. R. 9, § 27.7.

4. The Board shall publish notice of this transfer pursuant to Tenn. Sup. Ct. R.
9, §§ 27.5 and 28.11.

5. Pursuant to Tenn. Sup. Ct. R. 9, § 32.4, documents other than this Order
relating to Mr. Fowler’s disability proceeding shall not be public records and shall be
kept confidential.
