Public censure on November 8, 1990. He was retained by a client, paid a $600 fee and was
asked to examine whether a cause of action existed against an attorney and an insurance carrier.
He did not adequately communicate with his client and she was compelled to contact new
counsel. The new counsel contacted Rushing and asked for the file; however, he did not get that
file until a complaint was filed with the Board.
