SHELBY COUNTY LAWYER CENSURED
On July 10, 2017, Samuel Lee Perkins, an attorney licensed to practice law in Tennessee, received a
Public Censure from the Board of Professional Responsibility of the Tennessee Supreme Court.
Mr. Perkins failed to timely file a Motion for New Trial for his criminal client which prohibited the
client from raising issues on appeal other than insufficiency of the evidence. Over five years later, the clientâs
petition for post-conviction relief was granted. Mr. Perkinsâ delay caused injury to his client and to the
administration of justice.
By these acts, Samuel Lee Perkins, has violated Rule of Professional Conduct 1.3 (diligence) and 8.4(d)
(conduct prejudicial to the administration of justice) and is hereby Publicly Censured for these violations.
A Public Censure is a rebuke and warning to the attorney, but it does not affect the attorneyâs ability to
practice law.
