Public censure on February 19, 1998. He withheld money in the client's personal injury
settlement in the amount of $16,666.33 in order to negotiate a subrogation claim. He negotiated
with Blue Cross but neglected to pay the funds for several months. After a complaint was filed
against him, he paid the additional money to the client.
