ORDER OF ENFORCEMENT
This matter is before the Court upon a Petition for Discipline filed against Paul
James Springer on May 29, 2015; upon a Motion for Default Judgment and that Charges
in Petition for Discipline Be Deemed Admitted filed by the Board on October 28, 2015;
upon a Notice from the Board of Professional Responsibility It Is Striking the Motion for
Default Judgment filed on November 9, 2015; upon Response to Petition for Discipline
filed by Mr. Springer on November 9, 2015; upon a final hearing before a hearing panel
on September 14, 2017; upon an Order on Disciplinary Hearing entered December 11,
2017; upon service of the Order on Disciplinary Hearing upon Mr. Springer by the
Executive Secretary of the Board on December 11, 2017; upon the Board of Professional
Responsibilityâs Application for Assessment of Costs filed December 22, 2017; upon the
Hearing Panelâs Findings and Judgment for Assessment of Costs entered January 10,
2018; upon service of the Hearing Panelâs Judgment for Assessment of Costs upon Mr.
Springer by the Executive Secretary of the Board on January 10, 2018; upon a Motion to

Memphis on April 9, 2018; upon Mr. Springer filing a Motion for Extension of Time to
File Hearing Brief for Writ of Certiorari on September 24, 2018; upon the Response of
Board of Professional Responsibility to Motion for Extension of Time to File Hearing
Brief for Writ of Certiorari and Report of Status of Other Disciplinary Matters on
October 19, 2018; upon the Boardâs Supplemental Report of Status of Other Disciplinary
Matters filed October 22, 2018; upon the Order Denying Petitionerâs Motion for
Extension and Order Dismissing Appeal entered by the Chancery Court on October 31,
2018; upon Mr. Springer filing Plaintiffâs Motion to Set Aside or Alter or Amend the
Dismissing Petitionerâs Writ of Certiorari; upon the filing of the Response of the Board
of Professional Responsibility to Motion to Set Aside or Alter or Amend the Order
Dismissing Petitionerâs Writ of Certiorari on December 19, 2018; upon the Chancery
Courtâs Order Denying Petitionerâs Motion to Set Aside or Alter or Amend the
Dismissing Petitionerâs Writ of Certiorari on December 19, 2018; upon the Board of
Professional Responsibilityâs Application for Assessment of Costs filed January 9, 2019;
upon the Chancery Courtâs Findings and Judgment for Assessment of Costs filed
February 1, 2019; upon Mr. Springer filing a Notice of Appeal on January 18, 2019; upon
the clerk of trial courtâs notice and filing an Affidavit of Noncompliance with Tennessee
Rule of Appellate Procedure 24 on March 25, 2019; upon this Courtâs Order to Show
Cause entered April 3, 2019; upon the clerk of the trial courtâs second notice and filing
Second Affidavit of Non-Compliance on April 16, 2019; upon Mr. Springer filing a
Statement of the Evidence Pursuant to 24(D) and Petitionerâs Response to Show Cause
with the Shelby County Chancery Court on April 22, 2019; upon this Courtâs Order
dismissing this appeal filed on April 23, 2019; and upon the entire record in this cause.
From all of which the Court approves the Order of the Hearing Panel and adopts
the Hearing Panelâs Order on Disciplinary Hearing as the Courtâs Order.
On June 23, 2016, Mr. Springer was suspended from the practice of law for two
(2) years and sixty (60) days pursuant to Tenn. Sup. Ct. R. 9, § 4.2 (Case No. M2016-
01120-SC-BAR-BP). On October 2, 2018, Mr. Springer was disbarred pursuant to Tenn.
Sup. Ct. R. 9, § 12.1 (Case No. M2018-01730-SC-BAR-BP). To date, Mr. Springer has
not requested, nor been granted, reinstatement from the suspension or the disbarment.
IT IS, THEREFORE, CONSIDERED, ORDERED, ADJUDGED AND
DECREED BY THE COURT THAT:
(1) Paul James Springer is disbarred from the practice of law pursuant to Tenn.
Sup. Ct. R. 9, § 12.1.
(2) Prior to seeking reinstatement, Mr. Springer must have met all CLE
requirements; have remitted all outstanding registration fees and outstanding professional
privilege taxes, including those due from the date of this disbarment until the date of
reinstatement; and have remitted all court costs and Board costs in this matter.

(3) Additionally, Mr. Springer shall comply in all aspects with Tenn. Sup. Ct.
R. 9, §§ 28 and 30.4, regarding the obligations and responsibilities of disbarred attorneys
and the procedure for reinstatement.
(4) Pursuant to Tenn. Sup. Ct. R. 9, § 28.1, this Order shall be effective upon
entry.
(5) Pursuant to Tenn. Sup. Ct. R. 9, § 31.3(d), Mr. Springer shall pay to the
Board of Professional Responsibility the expenses and costs of this matter in the amount
of $6,217.81 and shall pay to the Clerk of this Court the costs incurred herein, within
ninety (90) days of the entry of this Order, for all of which execution may issue if
necessary.
(6) The Board of Professional Responsibility shall cause notice of this
discipline to be published as required by Tenn. Sup. Ct. R. 9, § 28.11.
