CLINTON LAWYER DISBARRED AND ORDERED TO PAY RESTITUTION

On June 16, 2010, Debra Fannin Graham of Clinton, Tennessee, was disbarred and ordered to pay
restitution of all unearned fees to six (6) clients by the Tennessee Supreme Court pursuant to Rule 9, Section
4.1, of the Rules of the Supreme Court. The Board of Professional Responsibility filed a Petition for Discipline
and two (2) Supplemental Petitions for Discipline against Ms. Graham. After a hearing which Ms. Graham did
not attend, the Hearing Panel entered a Judgment which the Supreme Court affirmed disbarring Ms. Graham
from the practice of law and ordering her to pay restitution.

Ms. Graham violated disciplinary rules by neglecting client cases; charging excessive fees; and making
misrepresentations to the Board of Professional Responsibility and clients. Ms. Graham’s actions violated
Tennessee Supreme Court Rule 8, Rules of Professional Conduct 1.3 (diligence); 1.4 (communication); 1.5
(fees); 1.16 (terminating representation); and 8.4 (misconduct).

Ms. Graham was ordered to pay the expenses and costs of the disciplinary proceedings against her,
pursuant to Rule 9, Section 4.7, of the Rules of the Supreme Court and to fully comply in all respects with the
requirements and obligations of disbarred attorneys as set forth in Rule 9, Section 18.1 of the Rules of the
Supreme Court.
