JACKSON ATTORNEY CENSURED

On October 11, 2005, Jacques B. Glassman of Jackson, Tennessee, received a
public censure from the Board of Professional Responsibility. The Board of Professional
Responsibility gave Glassman notice of the censure and Glassman did not request a hearing.

Glassman was retained on approximately March 10, 2004 by the client to
represent him in a civil rights case. Glassman prepared for the client a draft complaint with the
Tennessee Claims Commission but was instructed specifically by his client on more than one
occasion to file the complaint in Federal District Court and not with the Tennessee Claims
Commission. On July 28, 2004, Glassman filed the client’s complaint with the Tennessee
Claims Commission and on July 30, 2004, filed the complaint with the U. S. District Court. The
U. S. District Court dismissed the client’s complaint based upon the complaint Glassman had
filed with the Tennessee Claims Commission. Glassman’s filing his client’s complaint with the
Tennessee Claims Commission in direct violation of the client’s instructions violates Rules 1.2;
1.4 and 8.4 of the Tennessee Rules of Professional Conduct. For these violations, the Board
publicly censures Glassman. The censure declares Glassman’s actions to be improper but does
not limit his right to practice law.
