Voluntary surrender of his license by order entered June 23, 1975. In one matter, he was holding
$12,500 for a client but when the client demanded return of the funds, he was not able to deliver
the funds because they had already been expended. He did give the client $1,000 the following
day and the balance of $11,500 was forwarded to the client's new attorney 2 months later. When
questioned about the facts by the Grievance Committee, Peebles stated he was holding the assets
for his client for the purpose of concealing the said assets from the IRS. In a separate matter, he
discussed with an inmate the payment of some sum of money for the purpose of improperly
influencing the legal counsel to the Governor for the purpose of securing the inmate's release.
